By that you mean that stimulus funding went to support non sustainable state and local government budgets that needed to be cut but weren't.

Christ wouldn't approve of the Congressional slush-fund that TARP is being turned into.
Since your not being clear. I'll just say that Christ doesn't approve of TARP at all, and progress has been made to make it better such as preventing greedy bank executives from using TARP funds for bonuses and such.

WASHINGTON (Dow Jones)--Sen. Sherrod Brown (D., Ohio) on Thursday introduced legislation that would slap a 50% tax on bonuses given to executives at firms that received funds from the Treasury Department's Troubled Asset Relief Program, or TARP.
Brown's bill would apply to all bonuses in excess of $25,000, an even stricter threshold than a similar bill introduced by Rep. Peter Welch (D., Vt.) in the House. Revenues from Brown's bill would go to fund a Small Business Administration direct-lending program.
Brown in a statement argued that Wall Street firms that benefited from taxpayer support should return the favor to "Main Street."
"If a big firm that received taxpayer help is now paying out massive bonuses, they should be able to help American small businesses expand operations and hire new workers," Brown said.
Brown's bill comes at a time when Democrats have shown an inclination to take on Wall Street firms that benefit from bailout funds and other federal-government actions to stabilize banks in the wake of the 2008 financial crisis. Senators Barbara Boxer (D., Calif.) and Jim Webb, (D., Va.) have introduced a measure that would levy a 50% tax on bonuses above $400,000 but only for firms that received $5 billion or more in TARP funding.

Given that Congress wrote the law creating TARP and has to amend said law to allow any use of TARP funds for new purposes, I think it's pretty clear that Congress has ultimate control over how TARP is run.
