This law is preposterous and largely unenforceable.

Busybodies like these are the vanguard of the nannystate.
I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt. Remember this if ever you are stranded in these parts. ~ Rudyard Kipling, 1891

Is this based on the case where the mother of one child pretended to be an online boyfriend of another child and then drove that child to kill herself?

Would it be crime, if I pretended to be a panda on whoopsie just to toy with Dale's heart?

Well, not being american and never listening to his show, I can only go on what I have read / heard about him, and I understand that his show has been challenged but his rights were protected under the first amendment. Does he specifically target individuals (my guess is he probably does target public figures?

Are there any US laws against things like (for example) encouraging a person on a ledge to jump? There are a number of people on the internet that just need a 'push' to do things like suicide. There is a clear difference between encouraging jumping off a ledge and internet bullying, but the result can be similar.

May I also add that winning an emotional distress claim is very, very difficult unless the intent was absolutely clear that the person was performing the act to cause the emotional distress, and emotional distress would have be to severe, and the actions would had to have caused severe emotional distress in the average person.
              I agree.

Prolly. An adult getting her jollies from tormenting a 13 year old girl until she killed herself is the cause of this over reaction. However, I wouldn't be sure that'd be something to be proud of.
