    This policy seems perfectly reasonable to me:

    1) It is inmates from minimum-security prisons. If they wanted to escape then they could do it from prison just as well.

    2) Unless they have life sentences (unlikely in minimum-security prisons) then you are going to let them out eventually. So I don't see how they can be too dangerous to be outside prison unsupervised.

          Personally, I consider being stuck on a Grey Hound bus is far worse punishment than anything a minimum security prison could inflict.
