    A low-flying Boeing 747 escorted by two fighter jets as part of a U.S. government photo opportunity over lower Manhattan caused a brief panic among workers near Ground Zero on Monday.

    Military photo op with low-flying jets alarms New Yorkers

    A low-flying Boeing 747 sometimes used by the American president was escorted over lower Manhattan by two fighter jets as part of a U.S. government photo opportunity Monday, causing a brief panic among workers near Ground Zero.

    John Leitner, a floor trader at the New York Mercantile Exchange Building, said workers received no official prior announcement about the exercise.

    He said everyone raced for the exits when they saw the low-flying planes at around 10 a.m. ET, mere blocks from the former World Trade Center site that was hit by two hijacked passenger jets on Sept. 11, 2001.

    "Everyone panicked, as you can certainly understand," Leitner said.

    About 1,000 workers gathered along the Hudson River until a security officer with a bullhorn told them it was a planned exercise. Workers in other office buildings also reportedly spilled out into the streets.

    The Federal Aviation Administration said the government was conducting a military photo op involving two Air Force F-16 jets and the 747, which is dubbed Air Force One when U.S. President Barack Obama is aboard. It said it had notified city law enforcement about the mission.

    The New York Police Department said the flight "was authorized by the FAA for the vicinity of the Statue of Liberty, with directives to local authorities not to disclose information about it, but to direct all inquiries to the FAA Air Traffic Security Co-ordinator."

    Among the workers who left their buildings were some at The Wall Street Journal.

    Kathleen Seagriff, a staff assistant in the newspaper's newsroom, said workers heard the roar of the planes and then saw them from their windows.

    "They went down the Hudson, turned around and came back by the building," she said. "It was a scary scene, especially for those of us who were there on 9/11."

      Reminds me of the unannounced special ops nighttime urban combat drills of a few years ago.

                NYC was apparently informed well ahead of time, I find it odd they decided not to share the information.

                      Co-ordinator is such an ugly word. Organiser would be better: FATSO.

                        Did you even read the article?
                        Why NYC would follow such ridiculous advice is suspect.

                        However, it appears the blame rests on the FAA then.

                        I wonder if any of those on the ground really noticed it was Air Force One (the same plane anyway), that would really up the WTF factor a it,

                            A White House official tells ABC News that President Obama was "furious" to hear about the incident this morning when Air Force One and Air Force fighter jets appeared to be flying into the Manhattan skyline, scaring many New Yorkers into thinking they were about to face another terrorist attack.

                            Many buildings in lower Manhattan evacuated. Angry New York politicians lashed out at whoever was responsible for the incident -- which turned out to have been for a photo op.

                            An explanation was forthcoming in a mea culpa statement issued from the White House.

                            “Last week, I approved a mission over New York," Louis Caldera, director of the White House military office, said. "I take responsibility for that decision. While federal authorities took the proper steps to notify state and local authorities in New York and New Jersey, it’s clear that the mission created confusion and disruption. I apologize and take responsibility for any distress that flight caused.”

                            When President Obama was told about the incident, he was "furious," a White House official says.

                            Caldera was called into a meeting with White House chief of staff Rahm Emanuel and deputy chief of staff Jim Messina.

                            "It didn't sound like a fun meeting," the White House official says.
