IIRC the Vietnamese language was first transcribed into the Roman alphabet by Portuguese monks or something, based on the closest approximation of the sounds in their own language at the time they were transcribing. So there's a double layer of the usual foreign-language-pronunciation gap. Unless you're a Portuguese guy from centuries ago, in which case I suppose it'd be quite intuitive.
