Well, now, being a non-native speaker, the title implies to me, that Japan, the political entity/country/government, claims that the Nanking Rape/Massacre/Debacle/Unfortunate Incident never happened. Not necessary the japanese people, in general, but a policy, official. Or, one can see it as simply stating the place where something happened, like "Texas:Man shot", however, it would then lack the subject, or who, that is claiming the events never occurred.
