Halloween Public Urination Worst "in 28 Years"

From the ensuing article:

At one point there were over 18 people lined up urinating in the 800 block of S. Bethel, on my property and the homes of my neighbors, where children were trick-or-treating. There were altercations between neighbors and urinators and my neighbor's fence was damaged

Over 18? It's weird to give a precise number, then give vagaries about it.

Part of me wished I remembered the few times I got down to Fell's Point when in college, but stories like this make me thing I'd rather not.
