My initial hunch was that he realizes Biden will be too old in 2016 to run for President, and Secretary of State has historically been the best non-VP springboard from an incumbent administration, so this choice would be for the good of the party. If she were to run in 2016 just from a Senate seat, she wouldn't be able to gain votes from claiming his mantle. Just a notion.

And when was the last time an 8-year outgoing administration couldn't put up a VP to carry the torch? (Before you say 2008, it hardly counts since there's nobody in the Bush administration of anywhere near the stature and name recognition that Clinton has, not to mention that this year the GOP had reason to distance itself from the incumbent in a way that 2016 Democrats likely wouldn't.) Granted, the last time someone went straight from the Cabinet to President was Taft from Secretary of War in 1909, but the early 1800s showed a noteworthy pattern with Jefferson, Madison, Monroe, Quincy Adams, Van Buren, and Buchanan all using Secretary of State as a springboard.

It's less likely now than then, but she would certainly have better odds running from within the incumbent administration than as an outsider (unless the administration totally screws the pooch of course, which is always possible and a serious risk from her perspective).

Answer me this - what Democratic Senator or Governor could conceivably be in a more prominent position than Secretary of State in the eyes of 2016 voters?

Which SoS in recent memory has had presidential ambitions as strong (and nearly realized) as hers? Certainly not... well, any in the past few decades. Maybe Seward?
