It's Pedobear, the mascot of pedophiles. The bear runs around trying to snatch young human girls for his own purposes.

The funniest thing to me is the absurdity of labelling the bear a "pedophile". IT'S A SODDING BEAR. The fact that it wants to boink ANY HUMAN AT ALL is in itself cause for alarm. The fact that it runs after little girls is just an added WTFhood that is minor by comparison.
