What's funniest about Pedobear in that photo is that the costume's hands aren't flexible enough to show he's giving a thumbs up.

The character was originally a Japanese cartoon bear, and his main trait was gluttony. Then 4chan got ahold of it and started a meme where the bear runs after kids as a pedophile, hence the new name.

Catchphrases include "Pedobear APPROVES" and "I swear I didn't know she was 3". There are many image macros that have him facing off against Chris Hansen, the NBC reporter who hosts "To Catch A Predator".

It is unclear what the Japanese think of this cultural appropriation of their IP.
