That only shows that 60% of the respondents are idiots.

A singularity has only exactly as much mass and gravitation as the mass the was put into it. In this case, the mass would be so small that even if the singularity did not immediately evaporate upon creation, it wouldn't have enough gravity prevent light from escaping, and hence, wouldn't be a black hole.
