Depends on the war. If you're talking about nuking the plant from existing, then yeah.

Not really... because you see technology has changed and you are not fighting the same enemies. So fighting Vietnam in Iraq isn't a good idea. Or Hell, fighting the Iraqi War in 2008 Iraq isn't a good idea (Iraqi Army and insurgents are two vastly different enemies with different aims and targets).
