Intention or no, that's the practical result. I could give you a famous saying involving the road to Hell and all that, but I'm sure you've heard it.

White collar crime is just as much theft as stealing a TV, and always (when charged) far, far worse than just that. It involves tons of victims, usually more than the worst of child rapists.
