While the long-term solution is to teach Africa a form of population control not involving genocides, lethal levels of corruption, and/or epidemics, in the short term it's absurd to suggest that they "try" the pathetic pre-industrial agriculture techniques they've been using all this time, and which we abandoned with good cause years and years and years ago.

I had a roommie who would complain that the apt was cold... while he lounged in t-shirt, and flip-flops. It's amazing how wrapping in a blanket while you watch TV works just as well as turning up the heat.
If you found yourself in a food shortage you wouldn't ration food? You wouldn't tell people to not engage in strenuous activity, and of course refrain from doing so yourself unless it were important? These measures also actually work, but they are not solutions.

Maybe that's what economists said a long time ago. But then again they probably didn't predict the energy shortages that we have today.
