I drove from just over the state line near Shreveport to El Paso in one day, about 800 mi. About 750 mi getting to Shreveport the day before (crossing four states) and then about 720 to San Diego (three states).

As you can see, BK makes no qualifications about who, or when, can "travel across by road". Simply the possibility. So to disagree with my statement, you have to say that there is no possibility to drive from Homer, AK to Prudhoe Bay, AK. Is that what you are saying?
But that technicality aside, you can travel highway 11 to Prudhoe bay without a permit nowdays. Unless somehow you are stuck in pre-1995 times.
