I mean, if a forum is "off-topic" by definition, then what the hell??? If said forum has a super-secret topic then we the posters ought to be privy to said topic lest we e.g. post something that is off-topic in an off-topic forum.

Off topic does not mean no topic
But you do raise an interesting point. My personal answer is that spam is a matter of intent. A thumbs up in thread because you agree with the previous post is fine. But to start posting a bunch of thumbs up in multiple threads for no particular reason, that's spam.
So... spam is a matter of opinion and judging intent.
And I'm sure everybody will have a different opinion.Keep on Civin'

off-topic is still a topic while spam is a 0 value collection of letters wasting skipping time (the time it took to skip the post) to the reader...
like good food; what is spam to one is a great fun to anotherSocrates: "Good is That at which all things aim, If one knows what the good is, one will always do what is good." Brian: "Romanes eunt domus"
GW 2013: "and juistin bieber is gay with me and we have 10 kids we live in u.s.a in the white house with obama"
