I have no problem with the decision from a justice point-of-view; honestly, I don't think they should have seated Michigan at all.
But, from a political point-of-view, I don't understand why they didn't seat them all. Even seating them all, Hillary would still be well behind in the delegate count, but would no longer be able to whinge about it. Of course, she would whinge about the popular vote instead, but she's going to do that anyway. It would have been a much more powerful move for the RBC to say "here, have all those delegates.
