General Hayden has way more credibility than the previous CIA chief (or Colin Powell for that matter) IMO. I've been very impressed by his demeanour and knowledge during senate and congressional hearings.
With the (scarce) information given, it sounds more like wishful thinking than anything else. I think even "credible" people are capable of this sometimes.
I haven't heard anything to suggest that Al Qaeda has trouble recruiting, for instance.
Time will tell, of course. And this guy will probably be among the first to know, I'll give him that.

Certainly this statement puts his rep on the line and it is highly doubtful that he would do that without some real information backing him.
