Yeah, West Virginia is an example of 60 years of the government trying to help out an economically depressed area by doing public works projects. It seems though that since state and local officials won't spend money to educate people (the adult illiteracy rate is as high as 20%) no company wants to locate a business where all of the potential employees are no skill retards.
