He should have opened a PayPal account with a US address and a US credit card. Other countries have many restrictions on what can be done with funds and how. USA

They can expect to have sort of customer services and control over business operations in such circumstances. The worst thing that happens in large corporations is the complete rigidity with which they enforce their self-imposed regulations, when if these morons had an ounce of common sense, discretion, and actually did the job they were paid for properly, none of these things would ever happen!
