you put some (stupid) soldiers at a distance and aim them. there's your test. why do you need to have them shout and carry "peace no war" signs?

Because usually it is part of an emersion drill, where you are trying to get the feel or a certain situation down so you can get a better reaction from the watchstanders.

It is as important to know how a watchstander will use a system against certain threats as it is to know what the specfic physical characteristics or a system are.

Think of the tazer thing, where it was designed to be used instead of deadly force in many cases (depending on the department). That is all well and good, but best intentions aside it is obvious people are using it for things other than that.
