                A few years ago, the Air Force wanted to use the F-16 for ACS, however some critics said the F-16 is to fast to be an ACS.

                  In war time I'm not sure. In this Case the Iraq war does not count.

                  The Navy would have one or more E-2 up and about 200 miles out from the Carriers. Some Destroyers would also be some distance from the Carriers. The Carriers would also have Mig Cap up flying some distance from the Carriers. The B-2s would have some problems getting through. I'm not saying they would not be able to attack, just some problem getting through.

                    Not necessarily; taxes are uniformly distributed, so it depends on just how much of his portfolio is devoted to those three companies. But you're probably right.
