I'm curious. I've played a good amount of computer (strategy) games at the planetary scope in my time, and also quite a few at the galactic scope (well, for very small values of "galaxy"). However, I can only think of of one game set at the scope of one solar system - Millennium 2.2, which is almost 20 years old by now. Are games about romping around in or conquering the solar system really this rare, and if they are, can anyone explain to me why?

A remake was released in 2006 to the Retrogaming community as an entry to the Retro Remakes competition.[1]

I'd say yes, they are this rare. The only ones I played were Sentinel Worlds I and Buck Rogers.
I don't know why they're rare. My guess is that the game inventors have Star Trek and other popular SciFi fictional works in mind, which usually take place across multiple systems. And the game inventors also copy the ideas of other game inventors.

It’s official. Our work on the Millennium Remake has come to an end. The contest deadline is just a day or so away and we decided to go ahead and submit our entry in its current state. The game is finished and we’ve ironed out all the bugs we know about. There were a few things we had hoped to add in (e.g. more animation, etc) but we didn’t have enough time.
Rick and I both have mixed feelings about the deadline. It would have been nice to have longer to work on the game (3 months isn’t very long!) but at the same time so much has been going on in the lives of our families that we’re glad the project is over so we can focus on other things. So now Rick can go back to his house repairs and I can get that bathtub caulked since my wife has been “reminding†me about it for the last 4 months now.
Attacking MarsOverall I’ve had a lot of fun working on this game with Rick. It has been a long time since I did any game programming and it was nice to see the project through to completion.
We wish all of the other contest entries good luck and hope they enjoy our remake.

Commanding a five-person gunship, you had to search out mysterious raiders who came hurdling out of hyperspace to attack freighter convoys; you had to keep the lid on a potential civil war between ranchers and farmers on one of the planets, each of who thought the others was behind the raids; you had to investigate the massacre of scientist on the ice-planet research station; and look into the mindless human drones who puttered about in three gigantic towers which were build millenium before by a long forgotten race.
It was a wonderful game.
