Twice in 50 years it has. The funny part is most of the looters in Los Angles "protesting" the Rodney King verdict were young male latinos (mostly Mexicans). The blacks didn't really get into the looting except in a few small areas while the Mexicans went hog wild grabbing everything in sight.

Girls from the video I posted were identified. Here is what they say in their defense (obviously not the sharpest tools in the box):

Yes, he was also identified. A 20 year old Serb from Kosovo. There were two groups of hooligans. One set the building on fire from the ground floor while the other was still on the first floor (that's second floor for Americans). The unfortunate fellow was one of them.
