There may be no such thing as darkness in cities.
But there is CERTAINLY darkness in the countryside. I've lived much of my life in a rural farmhouse.
I can say; eyes closed, when there is genuinely no light. It makes it easier to focus on the other senses.

The moon is not always up, and sometimes it gets cloudy.
When the clouds are so heavy as to be black during the day time, that results in one dark night.
edit: Then again, maybe people in some cities don't think of cloud cover as a natural, non-pollution, phenomena.

It's like how even until quite recently, and probably still now, there are people who have never seen the sea. When those people see the sea for the first time, they can be very surprised!
It seems to me, that it could be quite possible, that there are people who don't understand that the sky is dark at night. In a city, clouds always glow from reflected light. Always. So if a city is badly polluted enough, the night sky would always glow.
If someone had grown up there and never left the city (and that's possible!) they may have never seen black night or blue sky...
Is that possible?
I mean obviously they see pictures and TV of blue sky and black nights, but it's like, completely not familiar to them. They'd be like ".... holy ****", to actually see, blue sky, or a black night. Something they've never seen before. Maybe even to see the sun or the moon, instead of just a glow.
