I still don't understand the necessity of grabbing the guy's stuff. I mean I realize it might be a procedure to go as low until you reach the belt or similar, however, you know... does it read like "and if you don't reach it, grab the penis".

Maybe it wasn't even a real cop, maybe it was some hustler dressed as one, just wanting to grab people like that.

If you were a cop, you'd be very damn careful to make sure he didn't have a weapon. Cops routinely grab men by the genitals during searches. They're often quite rough about it, too. Theben very nearly took a swing at a cop for doing that too many times. Thankfully, he didn't.

It also isn't just for searches. It's for humiliation as well. It's a power trip thing, since he can grab your junk and you can't do anything about it.
