I think almost all dominant clubs that today are organized crime with few exceptions have started out as social clubs for young men or similar. Many times it's about protection of the self, safety in numbers... because of social injustice, being attacked by bigger folks or whatever.
It seems to follow the same pattern all the time. Basicalyl many of them start as good. But they turn bad and their popularity caught fire and soon you have thousands of members and it's all screwed up. Usually this happens when a coup for leadership is done or because the leadership changes, or because the structure is to loose so there's too much renegades who run their own crap because they like the power and everything. Tight structures aren't too good either, when you have a charismatic leader(s) and they turn bad, then it's all screwed up once again.
So I don't wonder why authorities are always interested in investigating and putting surveillance on these things. But there is a big dilemma. If you have social clubs or just a set of people who are for good progression or bettering their own environment and people, when you match up authorities against that, you're in a situation already. And that can lure those groups go rotten just there, because you're basically setting a situation where the state is against a certain group. Especially if it's fighting against social injustice, well... you're going to have a really difficult problem right there, but if you don't pay close attention, it once again has potential to turn ugly really soon and an unstoppabale force, like several organized crime groups.
So basically you get into spying and all that stuff, and at some point decisions has to be made. You're left with few options, basically you can try to talk, which is tried but usually doesn't work out because the groups have formed against you or your incompetence or lack of caring about their situation. So you can try to disband them or label them criminals, which only validates the situation. Or you can try to disband them covertly, which makes it a covert mission and that's state against citizens and that's always screwed up no matter what. Or you can assassinate their charismatic leader and hope that the group disbands by itself, which might happen or there might be a power struggle and it ends up being rogue. So what ever you do, you're screwed IMO. There's just no way handling it and have guarantees about it.
So should you stay out of it or should you stick your nose in it?
