The internet has several “killer apps“ for a totalitarian government. I would politely ask anyone to refute the fact that it is a much less labor/technology intensive effort to use algorithms to analyze & monitor text-based digital communication than conventional omnipresent surveillance, mail monitoring and phone tapping.*
I would also point out that the internet can be censored quite effectively, as has been demonstrated by the Chinese government. It is also possible to use it to breach privacy, by having searches of computers via the internet (without warrants, with a warrant it would be reasonable). This has been demonstrated by the Chinese government. As I understand it some of the more opulent Chinese citizens have as a rule two computers, one for work online and the one that remains offline at all times.
