Is this cruel or funny?

A sound clip which has been floating around the 'nets for some time.

Some people I've shown it to claim it's "cruel", or "insensitive", or some equivalent response. So I raise this as a topic of discussion - is this cruel or funny?

And in general, is it appropriate to laugh at things of this category?

When a baby cries, it isn't in agony or anything. It is how they talk. How they demand attention from their slaves. If you watch a baby cry on hidden camera, they stop and craftily listen to see if anyone is coming. Their devious little beggars.
