I'm pretty sure that in actual practice its cheaper to feed em than to kill 'em.

If you want to change the system, however, I don't understand why it costs anything to feed & shelter them. Prisoners should be able to produce enough work to feed & shelter themselves and pay for the prison guards salaries. They can grow, harvest, cook, clean, sew, etc. Or they can starve & go naked. This I would support. I bet it would actually be rehabilitating.
