      It is Uruguay and Argentina, and I think has to do with Argentinians being worried about the pollution of some paper factory or some such...

      I say annexation of X by the Y

      but on more serious note, sit at the table and work out something different, dependant on how much money X has, (Argentina rich?!? since when??? ) perhaps they can invest in some of the expensive non-polluting tech, for a 0 interest 50 year loan or some such... so that both sides win, and escalation with other economic repercussions is avoided...

        oh yes, and for that loaner, get some rights, like inspections, how the environmental money loan is spent etc... so that there is some shared responsibility about the project...

        if all else fails you can always bomb the environmental aggressor , there be more cause for preemptive action than in Iraq

          I think part of the problem was that they did sit down, and the Uruguayan President said they would work things out, and then the next day approved the factory anyway...

              Some extra info: Y is a small country and they cant say no to that foreign investment, since it is very important for their economy. it is one of those cases in which a single investment can increase the gdp of a country by 20%

              X is much bigger, powerful and wealthier than Y, Y has a history of being largely economically dependant on X.

                        This reminds me of SimCity, where it's always best to build the high-polluting buildings at the edge (or even better, the corner) of the map so that 1/2-3/4 of the pollution disappears into the next city over
