    THe first thing that came to my mind was exactly what Oerdin said. I hope it isn't so, but I think the WORST kind of way to deal with the situation is to relax and think something significant has happened, something that we can 't locate.

    It isn't any conventional army people are fighting there. It's insurgency, guerilla forces, whatever you want to call it. There's many reasons why they would lay low for a while, and none of them are positive considering peace, unless they're beaten, which they aren't.

    For those not getting the obvious, there's few things that could be going on in the silence before the storm. They might be regrouping in bigger scale or changing some strategies, pressure points, re-organizing or just stocking up for a bigger offensive. Or they can be taking a breather in front of a bigger opposition as of now, because the advantage they have is to pick their fights, so that's exactly what they'll do, have been doing and are going to do.

    The number of scenarios where this is a good thing is simply lower at this stage. But it is the perfect time to establish as much control as possible, so isntead of thinking wow, they changed their minds and being a gullible idiot it's the time to take the most benefit from this.

    So, if there's no intensified violence between now and the new year, THEN I'd be looking into an actual relaxation. Another thing, way worrying, is the lay down of weapons until the coalition forces pull out, which is followed by intensified violence. Strategically, the best thing to do would be to get the coalition out and duke it out with the locals and win the power in that one.

    So. I'd wait a bit more and establish control as much as possible at this point and use heightened intelligence gathering in order to be not caught in the aftermath of new offense. Of course it is something we should all hope that the this stage becomes the new status and rather not just the silence before the storm so... here's hoping this situation is handled with common sense and nto some make belief ****, where gullible idiots will be raped as a result.

          Don't get me wrong, I hope it's good news. I'm not a person who fantasizes chaos just so I can say "HA-HA! US sucks!". I mean damn... it's about human misery right now. I don't care who is able to stop it, it just needs to stop. So even if the most evil American comes up with a change in strategy and it works, even if it can't be directly contributed to it... who cares really. As long as the violence goes down, nothing else matters.

          So I really hope it's actually a good sign, not a warning sign. In either case, this is the time to establish control, just use all the time to get ready for the worse or if it doesn't happen, hey, even better Then it's beers and margaritas and time to end this thing once in for all.

            Don't get me wrong. The falls in the number of attacks in Baghdad and Al Anbar are real. The fall in Basrah is not while the increases in the rest of Iraq are equally real. In total number of attacks has decreased because Baghdad was the center of the attacks.

            The problem has always been the same as in all other unconventional wars. The insurgents will lay low and avoid combat with superior forces preferring to wait until the odds are in their favor. The mistake some people are making is confusing temporary gains for permanent ones. That and attempting to omit facts like the British mostly leaving Basrah and then claiming the decrease in attacks has anything remotely to do with the "surge".

                              perhaps it's related with British withdrawal from Iraq, so perhaps the in-fighting factions are waiting to see how will it settle... but it is interesting.
