    The United States said Monday it was "very disappointed" with a ruling by the World Trade Organisation ruling that its subsidies to cotton farmers breached global trade rules.

    The finding confirms a preliminary ruling in July in favour of Brazil, which initially brought the complaint in 2005, and paves the way for sanctions.

    Brazil believes its cotton producers are being harmed by government subsidies to US own cotton farmers.

    The WTO ruled in 2005 that this aid amounted to illegal assistance that skewed international trade by undermining global cotton prices. Washington last year gave assurances it had ended the program.

    However, Brazil maintained that measures taken by the United States had not gone far enough and called for the WTO to investigate.

    The WTO panel "found that changes made by the United States were insufficient to bring the challenged measures -- certain support payments under the 2002 farm bill and export credit guarantees -- into conformity with US WTO obligations," a US official said.

    "We are very disappointed with these results. We continue to believe that payments and export credit guarantees under our programs are now fully consistent with our WTO obligations," the official added.

    According to US government figures, the subsidies excluding federal insurance guarantees for farmers stood at 3.1 billion dollars (2.4 billion euros) for the 2005 crop year, down from 3.7 billion for 2004.

    Three issues

    - Why does the USA need farm subsidies? Australia has worse farmland than the USA, the country is in a remote location, and Australian farmers are able to have a first world standard of life without farm subsidies.

    -The "very disappointed" makes me think the USA might bomb the WTO

      USA needs farm subsidies because farmers are an organized and feared voting group. As such, they wield influence much out of proportion with their numbers. For a theoretical framework that tries to explain this, look up public choice theory.

        I am hoping that the WTO will force the farm lobby subsidies to diminish. Not holding my breath, but I can always hope!

              Why does the USA need farm subsidies?
              Because in the US, the family farm is a thing of past and agriculture is now run by mulitbillion-dollar corporations. These corporations need government welfare payments so they can post even higher profits and pay larger tax-free dividends to their multimillionaire owners.

                    The US regularly loses in WTO cases, but never actually follows through with what they are ordered to do.

                        I doubt if the price of clothes would increase much without the subsidies.
