              I agree. However, there's nothing stopping the US from immediately putting the Norks back on the terrorism list, freezing bank accounts and the like.

              If you'll excuse the analogy, prior approaches were an exercise in regulating the size of the carrot while Bush's approach is an exercise in regulating the size of the stick. This seems like at least slightly more favorable territory for the good guys. Now, you might argue that this is a distinction without a difference, which I'll admit is not a bad argument.

              Also, the Nork end game appears to be a peace treaty. I guess they figure that the US would then leave South Korea eventually. Peace treaties seem pretty useless to me, but if the Norks want one that badly, perhaps we can get some of what we want in return by going along with it.

                I can't see a U.S. pullout unless the North Koreans agree to reduce the size of their gigantic army. The Norks aren't going to agree to troop reduction until they feel that they can trust their own people. --And can ya really trust people who are starving?
