I believe they euphemistically call it 'positive discrimination', one of the worst aspects to the politically correct era we live in. There is probably a problem with racial discrimination, but this is probably one of the worst and most offensive ways of attempting to redress the balance.

I'm totally fine with the "choose a minority who is fully qualified and roughly equivalent to other top candidates" strategy. If it prevents applications though, it is not acceptable (and fortunately illegal in first world countries like mine).
