Go ahead, but you'll have to give the soddy island 2 seats in the Senate!

Isn't it Sweden's turn now to acquire something that is ridiculously far away, after all these years? The United Nations and its various agencies don't really count as an overseas possession for Sweden, after all, their control is supposed to be mostly clandestine..
There is a single vent, over which a techtonic plate is passing. It started pumping out lava at the northern part of the achipeligo, creating Kauai & Niihua, then later Oahu, and down the chain. Now, the vent is under the southern part of the Big Island. It currenly building volcanos there. It won't be far enough south of the Big Island to create a new island for tens of thousands of years.

Easy. Assume it's really a "Hawaiian island" like you said in the title. Hawaii = US, and the waters around Hawaii are of course US territorial waters. Therefore such an island can per definition never ever pop up in international waters.
Just make sure there are constantly new "Hawaiian" islands popping up in short intervals until you have a land connection to, say, Taiwan or India
It will belong to China and has always belonged to China.
