We in The West also have kids in junior high prodding awkwardly at each others' bodies and feeling very uncomfortable about it, but do we waste school time making it mandatory? Of course not; we know the activity happens on its own in the dark corners of the room at parties and after-school dances. Get your bass-ackwards country with the program.

While it does sound like a stupid idea, it could infact work.

It depends a lot on their age, (I didnt read the article, just the bolded parts). I guess the idea is, if you don't know the person well, you should stay away from them, because they will make you feel uncomfortable, and only with someone you know well and love, will you not feel uncomfortable. If this notion can be embedded into their minds at a young age, they will have a higher chance of passing through the teen and late teen years to reach maturity where they can make tougher decisions better.
