Just had to comment on this - what does manipulating DNA have to do with altering the appearance of already full grown adult?
The DNA that affects what we'll grow up to look like does it's job during developement, starting in the womb... so changing the DNA of an adult in the hopes of radically altering their appearance is kinda like altering a cake recepie in the hopes of altering the taste of the ready made cake that didn't turn out as hoped.
I guess you could affect some superficial things, like skin colour perhaps, if you altered the genes involved in every cell of your skin, but that seems like a very unwieldy way of achieving such a minor change.
One can envision altering genes to affect the appearance of your yet unborn children, but I think it's plastic surgery all the way, if you want to alter the appearance of an adult.
