Also-- How exactly do you steal a lifejacket. Any jacket I have seen is over the head and fastened at the waist or zipped up and fastened with 2 or 3 fasteners or starps. IT takes a good few seconds to take it off your own able and willing body.... Any major cruise line also generally has about 2 lifejackets at least for every passenger sicne they know that people are not about to go down 10 decks belowdecks in a sinking ship to get theirs.
