People talk about issues quite a fair amount.

The thing is though, we spend a long part of the process in the primaries, which are generally held between people who have a lot in common on the issues.

Then in the general, folks tend to run toward the center, assuming they will hold their base. So the stated differences on issues often become small, and the focus ends up on personal qualities.

Issues are less discussed in the presidential campaign, then in the background, where the debates define what the center position is. I would note the many times Americans here have debated the Iraq war, the treatment of detainees, the death penalty, gun control, economics, abortion, etc, etc, etc. However not directly in the context of the Pres. campaign.

meanwhile in France the discussion is Royales gaffes vs Sarkos scary paranoia, in UK paying bribes to get into the House of Lords seems to be the issue of the day, and in Canadas last election most discussion was of Liberal scandals and Harpers being to friendly to Bush.

all in all, Im not sure the dynamics are that different elsewhere.

But of course most Americans wont assert that because 1. Most of us dont even follow politics in minor countries 2. Its more fun to whine about how terrible things are here.
