Russia, China, and India, definitely. Each contains a large number of conquered lands and peoples.

US and Canada each have tiny numbers of conquered peoples pushed into reservations. Not very empire-like.

Britain has Wales, N.Ireland, and Scotland. They're all the same, right? France contains a bunch of smaller Frances that surrendered to the big France. Bah, who cares?

It cannot even be done metaphysically.

There are still empires, they just aren't called empires anymore because the term empire has acquired negative connotations. Now days empires are called "Great Powers" or "Superpowers." a country is only called an empire now days in the form of negative comments towards said country (e.g. "Evil Empire")

              Interesting comments.

I'd like to see modeled an empire meltdown like the USSR suffered. Also when democratic countries defeat an enemy that enemy is reconstituted, perhaps minus a city or two and with mandatory gooddies delivery, reparations payments...

Sounds inviting! Thing is though, the AI, as bad as it is, can't quit.

Lancer, in the OP. Well, at least implied, though I suppose technically it depends on what you mean by "conquered peoples," yadda yadda...

The main thing is that Civ doesn't attempt to model internal politics. It would be rather complicated. You can create a scenario, and maybe an event file could do something like that. I dunno, talk to the scenario people.

We killed them all (or at least enough of them) and resettled with our own people.

Didn't Dick Cheney proclaim the United States an empire? I distinctly recall seeing a clip of Cheney saying: "Well, we're an empire you know." I wish I knew where I could download a video clip of that.

Well we've been an empire since 1803.
