From what I've seen the bathroom checklists are a waste of time for the guy that hangs the bathroom checklist. It never gets used right.

The cleanest and best stocked public bathrooms that I've ever used, used them religiously so I highly endorse their use. But you're right, if they're just for show, they are next to useless.
