VJ, nothing, and nothing stops them from stealing them from the army either. As in, you know there are few places where they go to train and have them few days of camping things.. pretty much because they're there often, so you just go there by night and steal those rifles. They don't have real ammo with them anyway, and do you think few conscripts are going to put a fight with you, if you're rolling with few biker gang members? You'll get them easy.. like taking a candy from a kid.
