While we obviously depend less on vehicles than the US, it'd also be impossible to give schools a day off for heavy snow - often, that would result in much of the winter being off. Of course, most kids that use a vehicle use public transportation, which doesn't really have a problem with snow.
Schools here give a day off if the temperature is -25C (-13F) or below.
