Eh, I've seen anime where there wasn't any such connotation [that I could detect]. Like Spirited Away.

The artist said he got the original from Advance Anime. I did some looking around there, but didn't see it. However, there's a lot of original art on there, so it's quite possible that the character is someone's original creation rather than from any anime or manga series.

In any case, I can't place the character from anywhere. The design is pretty generic, though, so that doesn't mean anything. Seems most likely that it's an original, though.
