Actually, just to be an @ss, I was trying to figure out how phrase a nomination for Saddamnominating Gore ? Why not nominate kim il sung, saddam or stalin?
How about:
(1) For divesting his nation of weapons of mass destruction, and
(2) For his unceasing efforts to maintain order and stablity in the Kurdish and Shia portions of Iraq.Comment

I don't know if nominations can be given posthumous, but if, then, as said by Zkrib, Saddam is an obvious choice.With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.
