Wouldn't Future Tech 25 only give the aliens (cumulative) +25 Health and Happiness in every city, and some points towards their score? I guess maybe if you figured out a way to use Happiness as a propulsion system it could work... (what tech is that?)
Civ references aside there have been some experiments were the speed of light was "cheated" in a way (speeding it up and slowing it down). Maybe in a thousand years we'll figure out how to make such things work for objects larger than a single atom and without destroying said object in the process (currently, the single atom is destroyed and an identical one sharing all properties of the original is created ... not terribly useful right now).
