Is that the same Germany we're talking about? The main reason why I speak German - mediocre German, but still - is that it's been goddamned necessary for me to do so while in Berlin and Bavaria, especially the latter. I find it absolutely unlike the situation in Scandinavia where no foreigner in his right mind would insist on learning the language unless he was planning to stay for several years and work with the locals.

It depends with which people and under what circumstances you talk. In general, the normal German on the street talks German, an increasing amount of Anglicisms notwithstanding (which are often even used incorrectly, see "Handy" for cell phone). Other languages are shunned and if it's unavoidable to try them, usually performed poorly. In this, Germany is completely different from, say, Scandinavia (but very similar to France).
However, if you go on business level in a firm with global interests, even if they're only moderate, English becomes a must and for many people the dominating language. Same goes for good universities. My son is studying in Munich, as German in a German university. In five years, he had only one lesson in German, all else were helt in English.
