Yes, but no new government has been formed yet (multiple parties need to form an agreement to do so).
In the mean time, the old government is in a row with the new parliament.

The Social Democrats will sign their own death warrants if they join a government without the Socialist Party (lots of people already switched from Social Democrat to Socialist and a lot more will follow if the Socialists stay in the opposition) and the largest party, the Christian Democrats, made it quite clear they don't want the Socialists in.
Fun times...
Within weeks they'll be re-opening the shipyards

(meaning that minister Verdonk has basically lost her position (but will retain some minor cabinet postion), and that parliaments request will be fullfilled up to a not so well defined point)
