I thought they were in order of registration.

The first few thousand are in alphabetical order. I'm assuming they're all the ones who registered before the rational numbering system came into effect.

On the other hand, adding a user to your ignore shouldn't be nearly as hard as adding a post or thread, so maybe the server can handle it a lot better.

From personal experience, a delay of three seconds is usually enough to keep from crashing the server completely when you're actually making posts

Things slow down just a little bit though...
